I and my husband are currently arranging a visit to Jordan this coming November 2015, and as for our case (Filipinos holding a GCC Residency), after inquiring here and there, contacting the immigration in Amman and Jordan Embassy in Qatar, it was then confirmed that we are eligible for a visa upon arrival in Amman Queen Alia Airport Jordan provided we have the following documents / requirements:

Visa can also be waived as long as you have a Jordan Local Tour Operator arranging your travel itineraries and that you will be staying inside the country for 2 or more consecutive nights.
It is also possible to apply for a Tourist Visa (2 months visa) beforehand at the Jordan Embassy if you wish to. Below are the requirements for visa application.
